The Postal and Electronic Communications Regulatory Agency (ARPCE) in the Republic of Congo is continuing its program to strengthen capacity and improve regulation of the electronic communications sector. From September 22, 2025, its Directorate of Electronic Communications Networks and Services (DRSCE) conducted a strategic mission in France dedicated to telecommunications satellites.
Led by Mr. Benjamin MOUANDZA, Director of Electronic Communications Networks and Services, and accompanied by Mr. Serge Abel ONGANI, Head of Operators and Service Providers, the ARPCE delegation participated in a specialized training session led by Mr. Didier VERHULST, an international expert from COGICOM, recognized for his mastery of advanced space technologies. The training aimed to strengthen understanding of the technical and regulatory issues related to new-generation LEO (Low Earth Orbit) satellites and the expansion of high-speed internet.
” This is a major opportunity to consolidate our technical and regulatory expertise, which is essential for optimizing universal access to digital services in the Republic of Congo. It brings real added value to ARPCE by allowing us to anticipate the challenges related to the regulation of new satellite technologies ,” emphasized Mr. Benjamin MOUANDZA.
The session focused on the technical, regulatory and operational aspects of satellite constellations, with an emphasis on transmission security, spectrum management and the adaptability of the regulatory framework in the face of rapid developments in the sector.
Following the training, ARPCE executives visited the Rambouillet teleport in Yvelines, a benchmark infrastructure for satellite communications management. The immersion provided an opportunity to discover the cutting-edge equipment and facilities that ensure signal transmission and reception in a secure and efficient environment.
“ Directly observing these advanced infrastructures and technologies provides a concrete vision of the operational and regulatory challenges, and allows us to better prepare ARPCE to support the deployment of satellite solutions ,” said Mr. Serge Abel ONGANI.
At the end of the mission, the ARPCE delegation held a strategic meeting with representatives of Eutelsat, OneWeb’s technology partner, to discuss the regulation of LEO and HAPS (High Altitude Platform System) satellite services. Discussions focused on improving public access to digital networks, strengthening transmission security, and adapting the regulatory framework to technological innovations.
With this initiative, ARPCE reaffirms its commitment to promoting modern and effective regulation, encouraging innovation and supporting operators in the deployment of satellite solutions, thus contributing to inclusive and sustainable digital development in the Republic of Congo.
